Add specs for AbstractMobile's default charset, the base Client Hints check, the params fallback and skipping a self predicate, for adding lib to the load path, and for not loading the test request hook outside the test environment.

AbstractMobile's class body runs before Mobile.carriers= can be called, and the default carriers never include AbstractMobile, so the guard never fires. Remove it along with the spec_helper setup that only existed to reach it, and note why the load path spec reloads jpmobile.rb.
