I don't remember the full extent of the story, but I do at least remember The Doctor stalling with solving the puzzle and The Toymaker responding by basically completing it for him until it was almost completed. Isn't it rather inconsistent that in his return both he and The Doctor simultaneously shoot down the idea that he'd cheat?
