Should I remove the two small ones growing around this baby tree?

The main tree is straight and a little over 4 feet tall, I think. The two smaller ones are spiraling around about half as tall.

Should I carefully dig out some of their roots or just snip them at the base?

dig around a bit, if they come from the trunk then cut them, if they come from the same roots as the trunk: leave the roots and only cut the vertical branches.
