Counting from process start meant a deadline set on a browser that had been running a while restarted it on the next poll, leaving the user no time to save their work.

A user who saw the warning just before closing the laptop would otherwise have the browser restart as soon as it wakes. Gecko does not report how long the machine slept, so every resume grants the full grace period.

A restart deferred until session restore went ahead even if a resume or a later poll had since moved the deadline out.
