i have an area along my house that water pools and had my basement flood a couple times. need to regrade but im not sure how to go about it, right now it seems that the topsoil is acting as a sponge and is holding water. because of this i was thinking of getting rid of the topsoil, just doing clay infill with fabric and decorative rock of top. im not planning on planting at all, i just want the water to runoff (there is a concrete path adjacent) to me this makes sense, but ive also seen online that you need topsoil on top? i live in alberta so lots of snowmelt / water in the spring as well as a fair bit if rain in early summer.
