The Flood Guide is intended for use to anticipate and prepare for the consequences of flooding on critical infrastructure at the local and regional level. This guide provides an overview of flooding, its potential impacts on infrastructure, and resilience strategies to consider. The guide also directs users to useful flood planning and decision-making information from federal agencies.
The Flood Guide was created as part of resources and tools development for the CISA Infrastructure Resilience Planning Framework (IRPF). Previously, CISA published a Drought & Infrastructure: A Planning Guide (Drought Guide). CISA's Hazard Guides provide state, local, tribal, territorial and regional planners with information and reference resources to support them in identifying, understanding, and planning for hazard risks to interconnected critical infrastructure systems to build resilience.
