Nelnet requesting more information to process IDR application

I submitted my IDR application in September. Nelnet keeps saying they need more information before processing my IDR application. The problem? They keep telling me a letter or an email has been sent with what information they need. I never got either. I have sent messages to them through the site and I've sent emails. No response. The wait times on the phone have been nuts. So before I settle in for a long wait on the phone to figure out what is going on - has anyone had this happen? What information????
