The per-window unload listener could overwrite `_activeInfobar` after its notification had been replaced. Its universal handoff also used the wrong property name and a DOM element instead of the owning `InfoBarNotification`.

A universal notification keeps the same owner while any of its bars remain visible. Leave that active state in place, and allow an unload listener to update it only while its notification is still active.
