What is the best time to move with your children to a new country ?

My husband and I have the opportunity to move to the London area for work. We presently live in France. We have three girls aged 3.5, 18 months and 18 months. The time of the move could be potentially up to us. We are very interested to the idea of moving there but we are not sure when it is the right time for the kids.
