The first to come to mind is Christoph Waltz as Blofeld in Spectre and No Time To Die. Not a bad performance exactly, but definitely underwhelming. Part of it's the writing, but I also don't feel like he and Craig has good chemistry with each other. Javier Bardem and Mads Mikkelsen were much more solid villains. Though I'd argue that Waltz was better than Rami Malek, and whoever the villain was in Quantum of Solace.
