Recently built some external stairs with green PT. I’m in the northeast US.

How long do I have to wait to paint/stain the stairs? I’m hearing that I need to wait until next spring, but what is the real downside of painting / staining before the winter? Can it hurt the wood? Or does it just mean the paint or stain may fail sooner.
